The legendaries your able to catch are the following:
Zapdos:Lv50:PowerPlant:Fly to the Pokemon center around that Cave above Lavender(fly not to lavender) then surf down. If you're playing FireRed you should be able to get a Elelktebuz.
Articuno:Lv50:SeafoomIslands:There are 2 ways to getting to this island but the only way to get there for Articuno is by surfing from Fushia. At some point you'll need strength
Moltres:Lv50:Mt.Ember:When you beat the 7th gym and Bill takes you to One Island, this would be the wisest time to get him. Instead of going to Two Island, go north to Mt.Ember. You should get RockSmash in a spa on the way and make sure you have strength.
Mewtwo:Lv70:CeruleanCave:Beat the Elite four, have 60 Pokemon in pokedex, go to Celio and get the Ruby and Sapphire for him. After that Cerulean cave should be accesible. All you need to get to Mewtwo is surf, if you come across a boulder, roll or smash, you are going the wrong way. I'd suggest you get a Masterball for him.
Raikou, Entei, Suicune:Lv.40/50(?):Everywhere in Kanto: This is the same as Latios and Latias in Ruby and Sapphire and these same Pokemon in Gold, Silver and Crystal, except you get only one. You get the one that has a type advantage over your original starter, so it's picked at the beggining.
Lugia/Ho-oh: Lv70(each):Navel Rock:NintendoEvent
Deoxys:Lv30:Birth Island:NintendoEvent

You use poke balls to catch them but you have to weaken them first.

Articuno go to seafoam island
Zapdos go to the powerplant
Moltres go to island noumber 1`
Mewtwo '' ''' you have to collect the two sapphire and ruby stones beat team rocket in the sevii island and hen beat the second version of the league which are 70 level or higher after doing that the cave in cerullian city will open

Articuno lv. 50: Sea Foam Islands(surf to Fuscia then use strength)
Zapdos lv. 50: Power Plant(around Lavender, surf down)
Moltres lv. 50: Mount Ember(beat 7th gym leader and bill takes you to Island 1, surf upwards.)
Mewtwo lv. 70: Cerulean Cave (have at least 60 Pokemon in pokedex and get Ruby and Sapphire for Celio, possible to catch without masterball.)
Suiciune/Raikou/Entie lv. 40-50: Found mostly around Route 15. USE MASTER BALL ON FIRST TRY!! Or else they leave. (these ones vary depending on your starter Pokemon.) HOPE THIS HELPED! Smile

Level 50 Articuno:
Go to Fushia city. Go down to exit then surf down and left into the seafoam islands.Make your way though the area. Use strength on the boulders until they faill into the holes. Once the all have fallen in a hole, it will stop the current on the lower level. You should also fall though the hole after them. Articuno's location in the islands is random.
Use great balls and ultra balls to catch. (I used great ball)
Level 50 Zapdos:
Fly to the rock tunnel on route 10.Go to the white gate on the right of you walk along the gate until you find a whole to the north wherre you can surf. Use surf and go down until you see a big building. Go inside after fighting the trainer and make your though the power plant. At the end you can find Zapdos and an exit. Use ultra balls and sing.
Level 50 Moltres:
Go to the right of island one. Until you are in Kindle road. Surf straight up until you make it to the ember spa (it's in a cave). Talk to the old man at the back and he will give you rock smash. Go in the water to heal. Leave the area then sur straight up until your in Mt. Pyre. Make your way though the area until you find Moltres. Use sing, thunder wave, false swipe, ultra balls, and great balls.
Level 50 Suicune:
Choose charmander as your starter. Fly to rock tunnel, use max repel and have a level 49- in front of your party. Search the grass until yourr repel wears off. After it does go back to the Pokemon center and exit right away. And try again. He appears out of luck. Use your MASTER BALL to catch. If you already used it then he will flee after the first attack (unless you used mean look). I you choose squirtle do the same thing to get raikou. If you choose venusaur you can steal entei. This can only be done after you help celio with the two gemstones and get the national dex.
Level 70 Mewtwo:
After you help out celio with the two gemstones and get the national dex fly to cerulean city. Go north across the bridge and surf in the water down and left then go onto land. Go in the cave and make your way to mewtwo. Mewtwo is very powerfull so have a lvl 100 with false swipe at hand. Paralyze him. It really helps. Throw billions of ultra balls when he has one hp and is paralyzed. Even then he can easily get out. If you don't want suicune raikou or entei then master ball.
The other Pokemon can be hacked or gotten though nintendo events which I don't do.

I caught registeel and regiflame you fist save the game cause if you kill him no more hes dead then get the game shark code for 10 master balls then put them to sleep use 1 master ball if it does not work make his HP low (Red point) then throw a master ball!!!
(PS:You first have to defeat the elite 10 after the elite 4!!!) :( But I know the weaknesses

Unfortunately, after you defeat the Elite Four for the first time, (and finish building the network device for Celio), the members will change their Pokemon (and the levels of the other Pokemon) and thus, the above information will be changed. The same strategies still apply, but you should level up your Pokemon more before you face them a second time.
