You have to use action replay or gameshark, or trade from a friend who has it.

Okay, I'm not entirely sure about that, I know codes or this way:
(not guaranteed to work)
Beat Elite Four 12 times, then go to victory road, Mew should appear.

You have to go up this big tree or something on some place called Faraway Island. I'm not sure if this is correct though because my mate told me that and he's always wrong.
