Yes, you need to trade with Fire Red. On Fire Red, Scyther is in the Safari Zone and Electabuzz is in the Power Plant.

They are not in Leaf Green. Yuo must trade with Fire Red. Locations in Fire Red:
Scyther: Safari Zone
Electrabuzz: Power Plant
The Safari Zone is in Fuschia City and the Power Plant is south of the entrance to Rock Tunnel (you need to use urf to get there).
