Entei can be caught randomly in the Kanto grass. Good thing you started with Bulbasaur
Im not sure what the altering cave does, but when you don't do cheats, you can only catch Zubat there. But when you get an E-reader (or AR), you can catch Johto Pokemon there like Teddiursa and Houndour.

The Pokemon you can find in Altering cave alter sometime in the game. You can find Entei anywhere over Kanto (not on the islands.)
