Strength is in Fuschia city. You get it from the man who can't talk and needs the Gold teeth.
Rock smash is at the springs on 1island. An old man gives it to you.

To get Strength, find the Warden's Gold Teeth in the Safari Zone and he'll present you with TM Strength. You can get Rock Smash from an old man in Ember Spa on One Island.
