To get the itemfinder you have to go to the building to the far east of virmillion city.
You can only get Mew in LF if you trade with emerald.

Get 30 Caught Pokemon in your pokedex. Go west from vermilion city. In the passage where there is a lookout spot upstairs talk to prof. Oak's aide. He will give you an itemfinder. You can only get Mew by cheating with a gameshark/action replay.

Well like they said the itiam finder is west of vermilion but Mew yes you can get him but sorry you missed the Mew event
