I have a quick question: I got to victory road and there is a little white circle thingie, what do I do to it? What is it?
Also, is there any other way to get hm surf besides defeating Erika?

You have to move a boulder onto the white circle to open a door.
To get surf you don't have to beat Erika at all. You don't even get surf by beating her, so I don't know who told you that, but you have to beat Koga in Fuschia City, then go in the Safari Zone and find the Secret House. Someone inside the Secret house will give you Surf.
