Arcticuno should be in a cave on the Seafoam Islands.

Dont use a masterball on the legendary birds you can catch them with a ulraball if you weaken it and put it to sleep buy lots of ultra balls as they are hard to catch
And the anawer to your question is Aricuno it at seafoam island and zapdos is at the powerplant near cealean city
