To get the VS Seeker, go to Vermilion City then go inside the Pokemon center. Talk to the girl nearest the nurse then she'll give you a VS seeker!

Go to the Pok�mon Centre in Vermilion City. Talk to the woman beside the nurse. She should give you the V.S. Seeker.
