Well using the V.S. Seeker is great. You can have a rematch with trainers who want one if you use it. But their Pokemon are tougher the second time around. And tougher again the third, and so on.

The best place is the two trainers north of Virmillion city. As soon as you leave Virmillion (go north) they are there.
