Bulbasur =Entai
Charmander = Suicune
Squirtle = Raikou

After beating the Elite Four and doing the Sevii Islands thing, you can encounter them in any grass of the Kanto region. They appear rarely so keep looking and good luck!

After beating the Elite Four you can find one of the three on random routes in Kanto depending on which Pokemon you start with. Here is which one you find with what Pokemon you start with.
Squirtle = Raikou
Bulbasaur = Entei
Charmander = Suicune
