My friend gave me two eggs that when hatched will be Charmander and Squirtle. If I hatch them will they be able to learn their ultimate move on Island 2( Hydro cannon). Who learns volt tackle and how

Yes the will be able to learn it but it is not a good move so I do not reccomend teaching it to them.

Yes they would just as long as you evolve it to it's final stage
Venasaur= frenzy plant
Charizard= blast burn
Blastoise= hydro cannon
I have no idea what volt tackle is...

How can you not know what Volt Tackle is?
Breed a Pikachu with Light Ball with a Ditto. The Pichu will have Volt Tackle.
