Find the golden teeth in safari zone, and go to warden's house, give it to him and he'll give you the HM strength.

The Warden Slowpoke gives you it as a reward for finding his lost Gold Teeth in the Safari Zone.

You need to travel around the Safari Zone and find the Warden's lost Gold Teeth before your step count runs out. I believe they are somewhere near the Secret House, but don't take my word for it, as I'm not certain. I do know that if you go to the house to the right of the primary portion of Fuscia City, you will find the Warden inside; give him his teeth, and off with Strength you go.

You have to get the wardens teeth and then the warden will give you srength.
