No, you don't get them by beating the elite four 200 times.

You get Deoxys from one of the nintendo event islands and jirachi from pokemon channel.

Or there is an easier way through action replay and gameshark.

I don't think you can get Jirachi or Deoxys that way, just ask your friend if you can see his game for a few minutes goto the pc in the pokemon center push "A" then look for "Hall Of Fame" Click "A" on it, then in the left hand top corner it Should say 'HALL OF FAME No. 200"

If it doesn't then he/she hasn't beat it 200 times but, there are different ways to get deoxys & Jirachi, try this code for Jirachi, 46e4d9d2 c48c7156 d2bf38b5 7e300c38 ea57d52f 1d29c38e fff032fd faf9afd2, that code you use on Action replay it worked on my cousins leaf green b/c I borrowed his.

You can also get deoxys by Action replay though it has 3 codes you need too list but that might take a while, but you can also get Jirachi from a Colloseum Bonus disk, hose are the only ways I know you can get them, there are also codes from Jirachi & Deoxys for Pokemon Ruby, & Sapphire.
