Question for Pokemon LeafGreen

After defeating the fire user gym leader I went directly to One Island and so forth and did those mini quests. When I went to capture Moltres, I found I couldn't use Rocksmash and it stated that I needed one more badge to do it. Regardless, I continued playing and am now ready to get the 8th gym badge. But the doors are still closed to the gym.
I did buy this game second hand from my friend, but it hasn't been broken in anyway before so......
Is there an item/quest that I don't have that would unlock the viridian doors?

Did you defeat Team Rocket in the Silph Company Building in Saffron City and defeat the Saffron City Gym Leader? This is the only thing I could think of. If you've already done this, you should be able to face the Viridian City Gym.

Thanks, and yes I have, and it still won't let me. But I guess I will just start the whole game over after I've gotten bored with leveling up all my pokemon. Thanks though!

if you dont have a masterball you havent beaten team rocket out of saffron
