Just keep on using strenth on the boulders, and pushing them into the correct holes(the dark black ones), and then make your way through.
P.S. It's a good idea to use max repel if you'd like, just if you don't want any interuptions while your making your way through.

Victory road is a long path, its quite similar to Mt. Moon, you just need to be patient. Use max repels to quicken the process.
