You can't get mew in fire red or leaf green, I'm sorry.
But you have some options: get the action replay, and get the code for wild mew.
Wait untill pokemon emerald comes out, it has mew in that game.
There's some other ways but unfortunately I forgot them.

Yes, apparently you can catch it in Mewtwo cave after you beat the pokemon league for the second time, but its rare.
