I know how to get togepi without gameshark codes or cheats and you should be at five island and go surf on the water and be at the middle of the place and go west and there will be like a two way street maze(don't worry it is not big trust me!) and talk to the old wise man and he will give the togepi egg
Other tips:your team should not be full and the other lady there is a trainer with the attacks return I think
