The only way to get one is to trade somehow.

Ho-oh_22 answered:

Unfortunatelly, you can't get Espeon and Umbreon in FR/LG unseless you trade. Why?

There's no time in FR/LG. And Espeon/Umbreon evolve when the hapiness is maxed and when they are trained one level in day/night.

You can do this in R/S, since there is time on it.

ELSoccerdude17 answered:

To get an Umbreon or an Espeon, you must trade it to either Ruby or Saphire.

Those are the only games where the time of day changes.

Pokedex28 answered:

To get Umbreon put two Eevee in the day care IN THE MORNING.
To get Espeon put two Eevee in the daycare IN THE MORNING
