No, it's actually because Crobat's not from the Kanto region. So, you need the National Dex, for which you must: a.)Have defeated the Elite Four,
b.)Have defeated the Champion, and,
c.)Have sixty Pokemon (including Pokemon which you don't have due to evolving them or have traded away)

Because now your pokedex in only for leaf green version and crobat is in emerald version so you need to defeat the eilte and get a pokedex from prof. Oak

You have to get the National Pokedex, but you can't get it until after you defeat the Elite Four.
