You'll first need to go to Vermillion City and talk to the chairman of the fanclub. He'll give you a bike voucher. Take that to the bike shop in Cerulean City, and you'll be given a bike.

I didnt get the bike.......I talked to the chairman he didnt give me any bike voucher....
