Yes you can trade with Ruby/Sapphire, but first you need to find the R/S plates.

In order to trade with ruby/saphire you have to give celio the ruby and saphire. The ruby is located at Mt.Ember on one island where those two rocket people are, beat the elite four and then battle them, once you beat them go into the cave behind them and go all the way through and you find the ruby.
