If you have Action Replay, there's mostlikely a code to give you 9999 coins, but you can still get it normally just by playing slots.

In all likely hood it is MUCH easier to CATCH a dratini in the safari zone by surfing or fishing, if you`re lucky you might even find dragonair, which will always be level 30 or higher. If you absolutely have to get enough coins to BUY dratini you can get an amulet coin from one of prof. Oak`s aides which if you give a Pokemon to hold and you fight with it you get double money at the end of the battle but only if the Pokemon holding it fights(if you spam the elite four this will get you lots of money fast personally I feel that the coins are only good for porygon and tms

Theres no reason to cheat, just get a super rod, go to the safari zone and use it in the water, it's simple
