I don't know about the Dragon Scale but I do know that Shiny Pokemon are Pokemon that are different colored Pokemon like Feebas in Shiny form is purple, and the're very rare to find in the wild...

Shiny pokemon appear at random. I haven't found any way to make them more abundant, but supposedly in Ruby/Sapphire if you play the game for 60hrs non stop, it releases a shiny somewhere that is deleted when you save and turn off.
I have no idea if it works, but i found a lime-green and aqua shiny carvana after a very long game play time, i just can't be sure it was 60hrs.
And as for the dragon scale, I caught a Seadra that was holding one.

Dragon Scale can be obtained by beating the battle tower. I only tried once on double mode so I would try double mode if I were you.
