Mew you cannot get now without hacks. Mewtwo, however, is obtainable. After you obtain both the Ruby and the Sapphire and give them to Celio on One Island, you have access to Cerulean Cave. Go through the cave and you can find Mewtwo level 70.

It is impossible to get Mew,deoxys,jirachi and celibi on any game without a gameshark or action replay.all the videos on youtube showing ways to catch them without cheats are crap.

Yes, Mew can be obtainable though trade. After you have won the Cereluean badge(which allows you to trade),trade a Pokemon that is below lv. 30 and have learned surf and strength. Go to S.S.ANNE and use surf inside. You will see a truck use strength there and you will get Mew.
