Are there any shiny pokemon in LeafGreen because I have been playing since the day it came out (in the u.s.) and I have not ran into any shiny pokemon.

Yes there are shiney pokemon in pokemon leaf green

To get a shiny Pokemon you have to go to the safari zone and go were you would get surf and tap the buttons so you dont move you will find a shiny Pokemon.
If you want to find shiny Pokemon until you reset the game find 1 shiny Pokemon then put it in the first slot in the bag for Pokemon go find a wild Pokemon it will be shiny.
First of all, shiny pokémons are found at random.
I found a shiny Rattata with 2h of game play and a Shiny Paras with 5h, and finally I found a shiny Geodude with 10h.
I also found a shiny Poocheyna on the first battle in my Pokémon Sapphire!
It's just luck.
The only time I caught a shiny Pokemon (in leaf green) was when I ran into a shiny ponyta. The odds are about 1/8192
Shinies are so rare that it is almost impossible without gameshark
I got 15 shiny Weedle,12 shiny geodudes and 4 shiny Rattata and Pidgey
I played the game for three days and I just got a shiny Venonat in safari zone randomly while I was searching for a Scyther so I guess it depends on your luck and your patience if you are a shiny hunter. I wish you good luck and try to be patient, those shinies may appear when you expect less, just like in my case!
