You need to get tea from a old woman in CELADON CITY she is in the celadon mansion.

Walk through that tunnel.
I would recommand flash.
I went through blind.
Then you should be in that ghost town.
Go to the left of it, you will see a underground path.
Go through, walk up,rightuntill you see a boy facing north.
Go to the building right of him, you will see some pokemon.
Go into that room, talk to the old lady.....she will give you tea.
Go to one of the gaurds and talk to him. ....you can now go into Saffron.
