I HAVE BEAT THE ELITE FOUR TWICE, CAN CRUISE ALL THE ISLANDS, HAVE RETURNED THE RUBY AND THE SAPPHIRE TO CELIO---WHEN CAN I TRAVEL TO THE NEXT PART OF THE GAME. WE CAN LEAVE KANTO TO GO TO THE OTHER PART OF THE MAP RIGHT?

If you mean Johto, you cannot go there. All you can do now is access Cerulean Cave and capture Mewtwo, and go for another round at the League.

Nah you can't, the only new areas are the Sevii Islands... you cannot get to Jhoto, and it's pretty stupid to put Hoeen into the game if they're still making copies of Ruby and Sapphire... too bad, try to catch/raise/breed the ultimate team and enter local tournaments for some fun...
