If you have defeated the elite four and gotten the national dex, Raikou should be able to be found anywhere in the Kanto region. Just make sure you are prepared to run into it because it could happen at any time.

U don't need the national dex after u beat the elite 4 u can catch it in the wild but be aware everytime u change or enter a building or route the legendary pokemon will move to some random route
