A certain team rocket member is holding it. I do believe he will not automatically attack you. You have to walk up to him, and he'll say something along the lines of "Card key? I don't know anything about a card key!" and you will battle. When you win he'll drop it. Hes on the very bottom floor.

He's on the B4f of the basement. You go up to him, and after you battle him, he will drop the lift key. Hope this helps
