Using Cut
So, I've gotten to the middle of cerulean city, met bill and saw his collection, beaten misty and gotten the cascade badge, and I also got the boulderbadge, and they both say I can use flash/cut outside of battle. Problem is? I can't use them, and I don't know how to teach them to my Pokemon, or to which one. SO... Somebody please tell me what to do? Ive spent like 13 hours on this game, 2 of them trying to get past the tree in cerulean. Ive also talked to everyone, and if theres a way to get rid of the cop in front of the guys house first id love to know it. THANKYOU

In order to use those moves, you must have the proper HM. HM05 is Flash and HM01 is Cut. Flash you get from an aide near Pewter City. Cut you get on the S.S. Anne in Vermillion City, which is the next city. To teach them, go to your bag, in the TM/HM pocket, select the HM and then choose the Pokemon you want to have it learn it. You have to get past the cop, whom should have moved since you beat the Gym Leader.
