Pokedex
I have the national pokedex. I am up to oak saying "well done you have cought the Pokemon and their evolved forms" for the normal pokedex and national he says"i look forward to seeing you complete this" I don't have a gameshark or action replay can I get to the next stage of the game without them or do I pretty much give up.

What do you mean give up?
If your saying that you're going to give up just cause of the National Pokedex completion then don't. Ya you can use an AR or Gameshark to get the ones that you can't get in that game, but just try and fill up you're national pokedex
