You have to go somewhere deep in the Safari Zone besides its rare.

Chansey is in Area 3. Use sweet scent-you won't have to use up your steps! Also, Kangaskhan and Pinsir/Scyther are in Area 2 Tauros is in Area 4.
They are all hard to run into and catch! Use a pokemon with sweet scent-you won't have to use up your steps!
