Well the only Legendary Pokemon you can get in Fire Red and Leaf Green are: Articuno found in Seafoam Islands, Moltres can be found in MT.Ember, Zapdos can be found in the power Plant, Mewtwo can be found in Unknown Dungeon and the 3 legendary dogs depend on your starter Pokemon.
Bulbasaur: Entei
Squirtle: Raikou
Charmander: Suicune
And for the others you need Ruby and Sapphire
Rayquaza: Sky pillar
Latias: Random in grass
Latios: Random in grass
Jirachi: Xploder or Action Replay
Deoxys: Xploder or Action Replay
Sorry I can't remember where the Regis are.
