Defeat Giovanni in the Rocket Hideout in the Game Corner and he will flee, leaving the Silph Scope behind. Pick it up and go to Lavender Tower; you should now be able to face wild Pokémon that were the ghosts (Gastly and Cubone as well as a few occasional Haunters). When you face the Ghost blocking the final stairwell, the Silph Scope should cause it to turn into a Marowak. You will not be able to catch this Marowak.
