You should randomly find it anywhere. The type depends on your starter.

It will appear randomly in the wild, and the legendary dog depends on what Pokemon you chose as your starter. Just keep searching.

If you chose squirtle you get raikou
If you chose charmander you get suicuine
It will appear randomly all over in grass in kanto when you get the national dex, it will not appear in the islands

I think you first find it at route 4 before moon caves or something like that. Once you find it it will run around the map and retreat from battles. Use master ball on him if you haven't already.
