No you can't. Only on Gold/Silver and Emerald.

you can clone by daycaring ditto with a pokemon on island 4

You could breed Pokemon with genders with a Ditto that way you will get a level 5 of it's lowest form.
Say if you breed a Venusaur you will get an egg for a lv. 5 Bulbasaur
You can not breed legendarys or genderless pokemon
