1) To get Flash, exit Diglett's cave in Route 2. Go down and you will bump into a house. Further down, you will see a tree that you cut. Cut it and keep going down. You will see a place that looks like the exit of the Viridian Forest. Go into it. There you will see one of Professor Oak's aides. Talk to him. He will give you Flash. You have to have at least 10 Pokemon in your Pokedex to get it.
2) I taught Flash to a Pikachu. Bulbasaur/ Ivysaur/ Venusaur would also work, but I wouldn't recommend it. I'd teach it to a Pikachu. (In case you didn't already know, you can catch it in the Viridian Forest, but it's hard to find.)

Go to the Diglett cave and you will be back in route 2 there's a house near a tree you have to cut the tree. Then you will be in another house there's one of professor Oaks aide you must have 10 Pokemon and then you get flash and the best Pokemon to get is Abra.
