I can only tell you this:
1) Do not go there from Cinnabar Island. Go from Fushia City instead (go south and surf south.)
2) Once there,find a place where there are rocks that you can use strength on and a few holes. Try to push the boulders that they will drop into the hole. Once finished walk to the hole and you will find that the strong current has being blocked by the boulders. Surf upwards and you should meet Articuno.
