A few Q's
1. Where is the best place to train a level 45 Persian
2. Where do you catch a ditto.
3. Is there a TM for Frenzy Plant, Hydro Pump,Hyper Beam, Solar Beam,and any other strong move.
4. How do you get those if you can.
5. Can you catch a Dragonite in the wild.
6. If so where.

The best place to level up a 45 persian is probably on one of the Sevii Islands. Second, Ditto can be found by the Silence Bridge, no there is not a TM for Frezy Plant or Hydro Pump, but there is for Hyper Beam and Solar Beam.
You can get a lady to teach Frezy Plant and Hydro Pump on Two Island, no, you can't catch a Dragonite in the wild without cheats.

2) maybe trade because I think you cannot catch him in the version unless you trade to somebody else..
3)no, sorry it's just training a Pokemon in order to aquire that skill...
4)train your Pokemon if you have venauseur most of the skills there he can learn it... Or try catching some Pokemon that has the same move there and train him...
5)you can get it by trade..
6)trade it to sombody else..

2. Ditto can be found in Cerulean Cave,Pokemon Mansion,Route13&14
3. You can only get one solor beam, but for hyper beam it's in Celadon Dept. Store

5. No but you can catch drangonair(Very rare) or you can catch dratini(rare)
6. In the Safari Zone for Drantini and DrangonAir.
