Blastoise does not learn hydro cannon (it does learns hydro pump though,which is at level 68). Hydro cannon must be learnt from a move tutor (not the one that reteaches moves).Sorry that I forgot which one though.

Ok, Blastoise DOES NOT learn hydro cannon. Go to 2 Island and then go as north as you can (don't leave the Island). Then you'll see a waterfall. Keep going north. You will see a house. Go inside. Before you talk to the lady inside put your Blastoise on the left in your party order. Then talk to her and she'll teach your Blastoise Hydro Cannon.

To let blastoise learn hydro cannon,you must go to two island and have 1 repel(just an ordinary repel)if you want to avoid being annoyed by wild Pokemon,put your starter Pokemon in front,you will arrive at this short area location called cape brink,go inside the house and talk to the old lady and your Pokemon will learn hydro cannon

If your starter can't learn "the ultimate move" for it's type then that means it's friendship level isn't high enough. Friendship level goes down if your Pokemon faints a lot and if it's at a high level even up to level 100 then it's too weak to learn the move. I guess that's gamefreak's way of not letting a good move go to waste. Remember your starter has to be fully evolved 👍. Personally I would hatch an egg using a ditto to raise a new & stronger starter to learn the move.
