Can you still complete the pokedex?

Can you still complete the pokedex if you don't catch mewto, Zaptos or any of the other hard to catch Pokemon who disappear once you have encountered them?
How could I now complete my pokedex?

You have to have those pokemon.I saved right before I tried to catch them.

Tricky question... I don't think so... The best thing to do before you encounter these Pokemon, is to:

1.save your game. This is the single most important rule, because if it faints, just switch off your game and voila, you can re-battle it.

2. Make sure you have sufficiently levelled pokemon... Don't ever go into battle with a level 70 Pokemon with a level 20... Or a level 100 for that matter... If it's too low-levelled, youll faint in no time. If it's too high, all your attacks will just knock it out in one go... These Pokemon are hard to catch so you want to get their HP into the low yello, or red.

3. Take as many ultra-balls and timer-balls in as you can afford... Go for anything above 30. (i have used over 50 to catch a pokemon.)

4. Save before you battle... It's worth repeating!

5. Have a Pokemon that knows a sleep move or a paralyse move. Don't use confuse or burn... Thay could make your Pokemon faint before you get to catch it.

if all else fails... ask someone to trade with you, or buy fire red and another gameboy and trade with yourself. you cant complete your pokedex with just fire red. you will need pokemon from leaf as well, and then theres all the pokemon from sapphire, emerald and ruby, too. I'm not sure legendaries count towards a 'completed' pokedex.

Sorry you can't complete the pokedex without these pokemon. The only way to complete is to start all over. A good way to catch these one time chance Pokemon is to save right before you fight them so if you kill them you can just turn it off then back on again.

No,but you can trade with someone who has it, and then trade it back incase he still wants it

I agree with Mitsu with the "If all else fails..." part.
But for goodness' sake man completing your pokedex is a very far goal if you still can't catch those pokemon. I think that you can't complete your pokedex without using those 3rd party devices that cheaters use. The best thing that you can look forward to right now is leveling your party to 100 and battling with other players.
