Umm yea, do you have to have all the unknowns to be able to catch you're legendary dog pokemon... Or do you have to beat battle tower.. Because I'm having the hardest time trying to find it.. I beat the Pokemon league 1 once, and I got the new pokedex and stuff... But I can't find him! Ahhh, help:(

No. It's a roaming pokemon. Just keep looking around. In grass and places like that. You will eventually encounter it. Use your Masterball on it when you do, otherwise it will run away. (you don't HAVE to use it, but it makes it a darn-sight easier!

No you have to beat the Elite Four twice to obtain one also it goes by your Pokemon if you have Squirtle Raikou, if you have Charmander suicuine,Bulbasaur Entei
