The viridian gym is open after you beat giovani in Saffron City and the 7th gym. No you can't go to jhoto.

Well, you can't get onto the jhoto region in a Kanto game, but you can catch some of the jhoto Pokemon using the Mystery Gift. If you succeed then you can find mareeps,and aipoms, plus houndours,and many more. About virdian gym though, you have to have the first seven badges and a water or grass Pokemon would come in handy. The gym leader is Giovanni and he has I think a rhyorn level 50. Do not worry, it is his strongest pokemon. Hope I helped!
