1. What cave? The cave where you catch Mewtwo?
2. You get then national dex by catching 60 Pokemon and talking to proffesor oak after beating the elite 4

To get into the cave where Mewtwo is you must defeat the Elite Four then the person will be gone.
To get into the cave on One Island you must obtain the national dex.
To get the national dex you must catch 60 or more kinds of pokemon.
