There's no certain level at which Eevee evolves. You need to get Eevee to love you before it can Evolve. Once it loves you enough and it levels up, it will evolve. If it's daytime, it'll evolve into Espeon. At night, Umbreon.

make eevee hold a soothe bell and give him lots of medicine, like protien and iron, then go into a cave and train him only at night to get a unbreon, or train anywhere during the day for a espeon, for vaporeon, jolteon, and flareon give it a water, thunder, or fire stone. =)

Give it the EXP share so that it levels up alot so then it evolves into an Espeon.

Yes,you can Evolve an eevee into espeon at level 27.You can do it if you can happy eevee before that level 27.You should do it during the day.I evole my eevee 2 times in this way.You can also do it.
