You don't get them in this Pokemon series. You can only get them by using a gameshark.

Depending on your Starter Pokemon, one of the three legendary dogs will appear throughout the mainland.
Charmander = Suicune
Bulbasaur = Entei
Sqirtle = Raikou
Look hard because they're really rare. What I did was I took a bunch of Max Repels, and I used them one by one while flushing the Pokemon out of the grass. Repels of any kind don't repel Legendaries, regardless of level. Use the Master Ball on it (if you haven't already used it). They are all at Lv50.
However, if you want all 3, you'll have to start the game over several times, each time with a different Starter.

You get one dog depending on the first Pokemon you took (Starter Pokemon). Squitle - Raikou
Charmander - Suikune (spelled wrong)
Bulbasaur - Entei
