To find a legendary dog it is very hard so you have to take a lot of patience.
The legendary dogs are different depending on your Starter Pokemon you choose
Bulbasaur:Entei
Squirtle:Raikou
Charmander:Suicune

There is no place to find one.It is somwere on the Kanto mainland and keeps moving.The easiest way to get one is to Trade it from Pokemon coulosam.
