Question for Pokemon FireRed

How do I get the hm cut and flash because I beat two leaders and it says I can get cut and flash but I can't. What do I do or who do I talk to?

Flash-Have 10 pokes and go to the Viridian Forest gate.
Cut-Talk to the captain on the SS Anne.
