When, where, and how do you fix the time machine totrade to saphire and ruby.

The Ruby and Sapphire plates required to operate the Time Machine will have been stolen by Team Rocket. The Ruby Plate is on Island 1, accessble before defeating the Elite Four. The Sapphire Plate is on the sixth island.

After defeat Elite Four and have at least 60 pokémons in pokédex, acess the Island 1. In there, talk with Bill's friend then go to the Light Mountain. Go to place you find some Rockets. Defeat them and enter the little cave. Advance on it and you will find the Ruby. Go to the Island 1 and give it to Bill's friend. He will give you the ticket to the rest of islands (except for 8 and 9). Go to the Island 6, and go south on the Rellic Valley. Go to a strange place with Braile on the door. Use Cut and enter on it. Get down in the holes and pick the Sapphire. Now, a scientist will stole it from you. Go to Team Rocket HQ on the south of Island 5 and enter the secret code on the door. Defeat everyone and finally defeat the scientist. He will give you the Sapphire. Give it to Bill's friend and the machine will be connected! (tough, I haven't much sucess to trading pokémons...) Also, you can now enter in the Cerulean Cave and get a lv. 70 Mewtwo.
